တရုတ်ပြည်သူ့သမ္မတနိုင်ငံ သမ္မတမစ္စတာ ရှီကျင့်ဖျင်၏ ကမ္ဘာလုံးဆိုင်ရာ လုံခြုံရေးအစီအမံ (Global Security Initiative-GSI) အပေါ် မြန်မာနိုင်ငံ၏ ရပ်တည်ချက်
၂၀၂၂ ခုနှစ်တွင် တရုတ်ပြည်သူ့သမ္မတနိုင်ငံ သမ္မတ မစ္စတာ ရှီကျင့်ဖျင် က ကမ္ဘာလုံးဆိုင်ရာ လုံခြုံရေးအစီအမံ(Global Security Initiative-GSI) ကို အဆိုပြုခဲ့ပြီးနောက် တရုတ်နိုင်ငံခြား ရေးဝန်ကြီးဌာနသည် မကြာသေးမီက ကမ္ဘာလုံးဆိုင်ရာ လုံခြုံရေးအစီအမံ (GSI) သဘောတရား စာတမ်း (Concept Paper) ထုတ်ပြန်ခဲ့မှုကို နိုင်ငံခြားရေးဝန်ကြီးဌာနက ကောင်းစွာမှတ်သားမိ သည်။ ကမ္ဘာလုံးဆိုင်ရာ လုံခြုံရေးအစီအမံ(GSI)ကို အကောင်အထည်ဖော်ခဲ့သည့် တစ်နှစ်တာ ကာလ အတွင်း တရုတ်ပြည်သူ့သမ္မတနိုင်ငံအနေဖြင့် ကမ္ဘာ့လုံခြုံရေးနှင့် ပတ်သက်၍ ပိုမိုတိုးတက် ကောင်းမွန်အောင် ဆောင်ရွက်နိုင်မှုများအတွက် မြန်မာနိုင်ငံက ချီးကျူးဂုဏ်ပြုသည်။
ကမ္ဘာလုံးဆိုင်ရာ လုံခြုံရေးအစီအမံ(GSI)သည် (၁) အားလုံးအတွက် ပြည့်စုံကျယ်ပြန့်ပြီး၊ ပူးပေါင်းဆောင်ရွက်မှုရှိသော ရေရှည်တည်တံ့သည့် လုံခြုံရေးဆိုင်ရာ မျှော်မှန်းခြင်း၊ (၂) နိုင်ငံအား လုံး၏ အချုပ်အခြာအာဏာနှင့် နယ်မြေတည်တံ့ခိုင်မြဲမှုကို လေးစားခြင်း၊ (၃) ကုလသမဂ္ဂ ပဋိညာဉ် စာတမ်းပါ ရည်ရွယ်ချက်နှင့် အခြေခံမူများကို လိုက်နာခြင်း၊ (၄) နိုင်ငံအားလုံး၏ ကျိုးကြောင်းဆီလျော်မှုရှိသော လုံခြုံရေးဆိုင်ရာစိုးရိမ်ပူပန်မှုများကို အလေးအနက်ထားခြင်း၊ (၅) နိုင်ငံများအကြား မတူကွဲပြားမှုများနှင့် အငြင်းပွားမှုများကို ဆွေးနွေး၊ ညှိနှိုင်းမှုများမှတစ်ဆင့် ငြိမ်းချမ်းစွာ ဖြေရှင်းခြင်းနှင့် (၆) သမားရိုးကျနှင့် သမားရိုးကျ မဟုတ်သော နယ်ပယ်နှစ်ရပ်လုံးတွင် လုံခြုံရေးထိန်းသိမ်းခြင်း ဆိုင်ရာကိစ္စရပ်များကို ခိုင်မာစွာ ဆက်လက် ဆောင်ရွက်သွားရန်စသည့် ကတိကဝတ် (၆)ရပ်ပေါ်တွင် အခြေခံသည်ကို တွေ့ရှိရသည်။
ကမ္ဘာလုံးဆိုင်ရာ လုံခြုံရေးအစီအမံ(GSI)သည် ကမ္ဘာ့ငြိမ်းချမ်းရေးနှင့် လုံခြုံရေးကို ထိန်းသိမ်းရန်အတွက် ချမှတ်ထားသည့် အမြော်အမြင်ကြီးမားသည့် အစီအမံတစ်ရပ်ဖြစ်ပြီး၊ ယင်း အစီအမံပါ ကတိကဝတ်များသည် မြန်မာနိုင်ငံ၏ နိုင်ငံခြားရေးမူဝါဒတွင် အစဉ်တစ်စိုက်လိုက်နာ ကျင့်သုံးခဲ့သော အချုပ်အခြာအာဏာနှင့် နယ်မြေတည်တံ့ခိုင်မြဲမှုကို လေးစားလိုက်နာရေးနှင့် ပြည်တွင်းရေးကိစ္စရပ်များတွင် ဝင်ရောက်မစွက်ဖက်ရေးတို့ အပါအဝင်ဖြစ်သည့် ငြိမ်းချမ်းစွာ အတူယှဉ်တွဲနေထိုင်ရေးမူကြီး (၅) ရပ်နှင့် လိုက်လျောညီထွေရှိသဖြင့် မြန်မာနိုင်ငံအနေဖြင့် အဆိုပါ ကမ္ဘာလုံးဆိုင်ရာ လုံခြုံရေးအစီအမံ (GSI)ကို ထောက်ခံကြိုဆိုသည်။
မျက်မှောက်ကာလတွင် အလွန်ကြီးမားသည့် အပြောင်းအလဲများနှင့် တွေ့ကြုံရင်ဆိုင် နေရ ချိန်၌ ကမ္ဘာ့နိုင်ငံများအနေဖြင့် တရားမျှတမှုရှိပြီး၊ သာတူညီမျှရှိသည့် နိုင်ငံတကာ အခင်းအကျင်း ဖြစ်စေရေးအတွက် ပူးပေါင်းကြိုးပမ်းဆောင်ရွက်သွားကြရမည်ဖြစ်သည်။ မြန်မာနိုင်ငံအနေဖြင့် ကုလသမဂ္ဂပဋိညာဉ်စာတမ်းပါ ရည်ရွယ်ချက်နှင့် အခြေခံမူများကို လေးစားလိုက်နာလျက် ပိုမို အေးချမ်းလုံခြုံပြီး၊ သာယာဝပြောသည့်ကမ္ဘာနှင့် လူသားအားလုံးအတွက် အေးအတူပူအမျှ အသိုက်အဝန်း ဖော်ဆောင်နိုင်ရေးတို့အပြင် မြန်မာနိုင်ငံနှင့် တရုတ်နိုင်ငံတို့ အကြား အစဉ်အလာ ရှိသည့် ရှိရင်းစွဲချစ်ကြည်ရင်းနှီးမှုများ ပိုမိုခိုင်မာစေရန်၊ နှစ်ဉီးနှစ်ဖက် အကျိုးရှိပြီး သာတူညီမျှရှိ သည့် ပူးပေါင်းဆောင်ရွက်မှုများ ပိုမိုဖွံ့ဖြိုးတိုးတက်စေရန်နှင့် နှစ်နိုင်ငံ ပြည်သူများ၏ လူမှုစီးပွား ဘဝ အေးချမ်းသာယာဝပြောစေရန်တို့အတွက် ကမ္ဘာလုံးဆိုင်ရာလုံခြုံရေးအစီအမံ (GSI) ကို တရုတ်ပြည်သူ့သမ္မတနိုင်ငံအပါအဝင် အခြားကမ္ဘာ့နိုင်ငံများနှင့် ပူးပေါင်းဖော်ဆောင်သွားရန် ဆန္ဒ ရှိကြောင်း ဖော်ပြအပ်သည်။

Position of Myanmar towards the Global Security Initiative – GSI proposed by H.E. Mr. Xi Jinping, President of the People’s Republic of China
The Ministry of Foreign Affairs has well taken note the recent release of the Global Security Initiative (GSI) Concept Paper by the Ministry of Foreign Affairs of the People’s Republic of China following the Global Security Initiative (GSI) proposed by H.E. Mr. Xi Jinping, President of the People’s Republic of China in 2022. Myanmar commends China for the achievements gained with regard to global security in the implementation of the GSI over the past year.
It has been observed that the GSI is underpinned by “six commitments”, namely, staying committed to the vision of common, comprehensive, cooperative and sustainable security; staying committed to respecting the sovereignty and territorial integrity of all countries; staying committed to abiding by the purposes and principles of the UN Charter; staying committed to taking seriously the legitimate security concerns of all countries; staying committed to peacefully resolving differences and disputes between countries through dialogue and consultation; and staying committed to maintaining security in both traditional and non-traditional domains.
Myanmar welcomes the GSI for being a visionary initiative, and its commitments conform to the Five Principles of Peaceful Co-existence, including respect for sovereignty and territorial integrity and non-interference that Myanmar consistently adheres to in conducting its foreign policy.
As the world today is facing profound changes, the world countries need to strive together for a just and equitable international order. Myanmar expresses its willingness to work with China and other countries to implement the GSI with a view to building a more peaceful, secure and prosperous world and a community with a shared future for mankind as well as consolidating traditional bonds of friendship between Myanmar and China, expanding mutually beneficial and win-win cooperation and promoting socio-economic development of both peoples.
